Resumen: La preocupación por la seguridad y salud en el trabajo no es de reciente aparición y, aunque en tiempos muy lejanos apareció una incipiente legislación en la materia, no ha sido hasta la segunda mitad del s. XX cuando se ha producido un intervencionismo estatal sin el cual los índices de siniestralidad, aunque altos, hubieran sido incontrolables. La aprobación del Plan Nacional de Higiene y Seguridad en el Trabajo en el año 1971 propició la creación de los Gabinetes Técnicos Provinciales del Instituto Nacional de Seguridad e Higiene en el Trabajo, dotados de personal técnico muy especializado. Su labor de asesoramiento y formación a las empresas y trabajadores, a la Inspección de Trabajo como órgano técnico asesor, fue encomiable. Sus funcionarios recorrieron las carreteras de la época, de pueblo en pueblo, formando a los trabajadores y promoviendo la prevención de riesgos laborales en los lugares de trabajo. Con la nueva estructura territorial surgida de la Constitución Española de 1978, al exigir a los poderes públicos garantizar la seguridad e higiene en el trabajo, las competencias en materia de prevención de riesgos laborales se transfirieron a las comunidades autónomas que crearon institutos especializados. El resultado ha sido muy bueno, con una reducción de la siniestralidad laboral muy significativa, con la mayor especialización de su personal técnico, habilitado para actuaciones de vigilancia, control y comprobación de las condiciones de trabajo. La evolución del Sistema nos lleva de nuevo a su centralización, con la integración de todos los operadores en la materia en el futuro Organismo Estatal de la Inspección de Trabajo, Seguridad Social y Seguridad y Salud Laboral.
Concern for safety and health at work is not emerging and, although in recent times appeared a fledgling legislation in the matter, was not until the second half of the twentieth century when there has been a State intervention without which the rates of accidents, although high, would have been uncontrollable. The adoption of the National Plan for health and safety at work in 1971 led to the creation of cabinets technical provincial of the Institute national safety and health at work, equipped with highly specialized technical personnel. His work of advice and training to companies and workers, the Labour Inspectorate as a technical advisory body, was commendable. Its officers toured the highways of the era, from village to village, forming workers and promoting occupational risk prevention in the workplace. With the new territorial structure of the Spanish Constitution of 1978 by requiring public authorities ensure safety and hygiene at work, competencies in the area of occupational risk prevention were transferred to the autonomous communities which created specialized institutes. The result has been very good, with a reduction of the very significant work accidents, with the increased specialization of its technical staff, enabled actions of surveillance, control and verification of the conditions of work. The evolution of the system takes us back to its centralization, with the integration of all the operators in this field in the future, State Agency of inspection of work, Social Security and safety and occupational health.
