Resumen: El objetivo de esta investigación pretende contribuir al estudio y reflexión de la intervención de las instituciones de Enseñanza Superior en Portugal, en la formación de “Mayores de 23 años”, como suelen llamarse en los Estudiantes “no tradicionales”. El Sistema Educativo Portugués se basa en la Ley del Sistema Educativo 48/86, de 14 de octubre. Esta Ley ha cambiado para ajustarse a las nuevas políticas europeas y nacionales: Incluye la promoción de la igualdad de oportunidades como una de las directrices principales para acceder a este nivel de enseñanza, atrayendo a nuevas personas para el “aprendizaje a los largo de la vida”. La Ley 49/2005, de 30 de octubre, es uno de estos ejemplos de los ajustes en el Sistema de Enseñanza Superior Portugués. La nueva política portuguesa permite el acceso a la Educación Superior de estudiantes no tradicionales como nunca antes. La regulación de esta realidad se basa en el Decreto-Ley 64/2006. A partir de ahí, la enseñanza superior portuguesa afronta los cambios y consecuencias de enseñar a estudiantes no tradicionales, como resultado de los cambios sociales y políticos. A pesar de que esta nueva vía de acceso está ganando fuerza, con el incremento de personas interesadas en ella, sigue habiendo dudas y contradicciones sobre la calidad de las Instituciones de Educación Superior que ignoran la realidad de estos grupos. Esta investigación se centra principalmente en comparar las experiencias y buenas prácticas tanto en el Instituto Politécnico de Leiria como en la Universidad de Lisboa, desarrolladas hasta ahora.
The aim of this research is to contribute towards an analysis of the role of the Portuguese Higher Education role in the teaching students “over 23 years old”, as they are usually called when referred to Non-Traditional Students. The Portuguese Educational System is based on the Educational System Law no 46/86, 14th of October. However, this Law has been changing in order to correspond to the new European and national policies. Regarding Portuguese Higher Education policy this Law recently included the promotion of equal opportunities as one of its guiding principles for those who want to apply for this learning degree, thus attracting new people to “lifelong learning”. The Law no 49/2005, 30th October is one of the example of these adjustments in the Portuguese Higher Education System, in agreement with the Bologna Process. The new Portuguese policy allows the admission to Higher Education of non-traditional students as never before. The rules and regulations of this reality are supported in the Decree-Law no 64/2006. Therefore, the Portuguese Higher Education started to face the challenges and consequences of teaching non-traditional students resulting from social and political changes. Although this new way of access has been gaining expression, with an increasing number of people seeking it, some doubts and misgivings still exist concerning teaching quality from Higher Education Institutions, by ignoring the work that this group has developed. This research focuses mainly on the comparison between the experiences and best practices both in the Polytechnic Institute of Leiria and in the University of Lisbon for which data can be found.
