El Consejo para la Defensa del Contribuyente, nace con la finalidad de facilitar un cauce oportuno a los ciudadanos para que de una forma ágil y eficaz trasladen tanto quejas y reclamaciones como sugerencias respecto al funcionamiento de la Administración Tributaria. La especial complejidad de las relaciones tributarias, con la existencia de muchos y muy variados tributos, aconsejaban la creación de un órgano de este tipo, especializado en estos temas, y para su adecuado funcionamiento es totalmente necesario que goce de la máxima autonomía e independencia, sin embargo, al adscribirse a la Secretaría de Estado de Hacienda, puede suscitar recelos entre los ciudadanos, y desmotivar la presentación de reclamaciones o quejas.
