La educación en España desde un enfoque histórico-político. Estudio comparado del sistema educativo español en Educación Secundaria y Formación Profesional: perspectiva nacional y autonómica

Abstract

La educación es un derecho inherente del ser humano. Partiendo de este principio, en la presente tesis doctoral se realiza un estudio pormenorizado del sistema educativo español con el objetivo de analizarlo y compararlo desde una perspectiva nacional, autonómica e histórico-política. El estudio se encuentra contextualizado en la Educación Secundaria y la Formación Profesional por ser enseñanzas de transición entre las etapas obligatorias y postobligatorias y de amplio espectro al acoger a la Educación Secundaria Obligatoria, Bachillerato y Formación Profesional, aunque para tener una visión holística del fenómeno, se estudia también el sistema educativo en su conjunto y las enseñanzas no universitarias. El desarrollo histórico, ligado estrechamente a la Política y Economía educativa, han dado como fruto al sistema educativo actual. Este sistema, descentralizado en lo relativo a la Administración, se ha revisado a través de las 17 Comunidades Autónomas y 2 Ciudades Autónomas longitudinalmente (2013-2021), permitiendo establecer comparaciones intranacionales en base a tres dimensiones: inversión en educación, becas y ayudas al estudio y resultados académicos. Mediante el empleo de distintas métricas, se ha logrado dimensionar la inversión educativa sobre la economía española, la inversión en relación a los actores y los resultados educativos que se obtienen desde el punto de vista de inversión y no de gasto realizado por las diferentes Administraciones. Finalmente, los resultados de esta investigación arrojan que el sistema educativo español es muy diverso y que existen contrastes entre los territorios que lo componen en aspectos históricos, políticos y de economía de la educación.

Education is an inherent human right. Based on this principle, in this doctoral thesis, a detailed study of the Spanish educational system has been carried out with the aim of analyzing and comparing it from a national, regional and historical-political perspective. The study is contextualized in Secondary Education and Vocational Training as they are transitional education between the compulsory and post- compulsory stages of broad spectrum by including Compulsory Secondary Education, Baccalaureate and Vocational Training, although, in order to have a holistic vision of the phenomenon, the educational system as a whole and non-university education are also studied. The historical development, strongly linked to the Educational Politics and Economics, has resulted in the current educational system. This system, decentralized in relation to the Administration, has been revised across the 17 Autonomous Communities and 2 Autonomous Cities (2013-2021), making it possible to establish intranational comparisons based on three dimensions: investment in education, scholarships and academic results. Through the use of different metrics, it has been possible to measure the educational investment in the Spanish economy, the investment in relation to all the parts involved and the educational results that are obtained from the point of view of investment rather than spending made by the different Administrations. Finally, the results of this research show that the Spanish educational system is very diverse and that there are contrasts between the territories that compose it in political and economic aspects of education.
