Las Bibliotecas Públicas del Estado ante la crisis económica: aspectos legales y éticos

Abstract

Estudio de caso que analiza la situación de las Bibliotecas Públicas del Estado (BPE) ante los efectos de la crisis económica durante el periodo 2013-2014, y las medidas que se están tomando para paliar la situación. La metodología utilizada estudia y analiza el conjunto de datos recabados de un cuestionario que se ha enviado a todas las BPE, y mediante el empleo de una estadística descriptiva se realiza un diagnóstico que desvela la reducción presupuestaria a la que están sometidas, los efectos de los recortes en los servicios bibliotecarios y las nuevas tendencias en captación de recursos externos como alternativa a la financiación tradicional. Así mismo se establece el marco legal y ético para una buena práctica de la profesión y como fundamento de defensa del servicio bibliotecario y el derecho de acceso a la cultura.

Case Study that analyzes the situation of public libraries in the State (BPE) before the effects of the economic crisis during the period 2013-2014, and the measures being taken to remedy the situation. The methodology used studying and analysing the data set collected from a questionnaire that has been sent to all the BPE, and through the use of a descriptive statistics is performed a diagnostic that unveils the budget reductions to the that they are subjected, the effects of the cuts on the library services and the new trends in attracting external resources as an alternative to the traditional funding. Thus establishing the legal and ethical framework for good practice of the profession and as a foundation for defense of library service and the right of access to the culture.
