Title: La evaluación de riesgos como componente básico para la determinación del capital económico - Aplicación al sector asegurador bajo el marco de Solvencia II

Abstract: A través del proyecto Solvencia II la Comisión europea ha iniciado una reforma completa del régimen de disciplina y supervisión de entidades aseguradoras incluyendo tanto aspectos técnicos, como financieros, de gestión de riesgos, transparencia, comunicación de información al mercado, etcétera... con el objetivo final de incrementar la protección de los consumidores de seguros. La novedad de esta reforma radica en el cambio de visión que este nuevo sistema de supervisión supone, abandonando una concepción reglamentista de las funciones de control y confiando en mayor medida en la capacidad de las entidades para gestionar sus riesgos si se las provee de los mecanismos y herramientas adecuados. Para ello Solvencia II definirá un amplio espectro de indicadores cualitativos y cuantitativos que delimitarán la capacidad de las entidades para mantener su situación de solvencia no sólo en el momento presente, sino también de un modo dinámico. En la práctica esto obligará a las compañías a disponer de sistemas de evaluación del nivel de fondos propios y del resto de partidas del balance en función de su perfil de riesgo (Pilar I). De acuerdo con ello, los supervisores juzgarán la calidad de los procedimientos internos aplicados y en caso de insuficiencia, podrán exigir un nivel de capital superior (Pilar II). Es decir, al dar el paso de vincular la gestión global de riesgos con el nivel de fondos propios necesarios, la implantación de estos sistemas tendrá una incidencia directa sobre la rentabilidad de las entidades, se incrementará la transparencia del sector, se aumentará la eficiencia en el uso del capital y se conseguirá una mejora en la gestión empresarial vía incremento de la rapidez en la toma de decisiones. Solvencia II obligará a las compañías a disponer de sistemas integrales de gestión de riesgos y aun cuando la normativa prevea procedimientos alternativos para el cómputo de las exigencias de fondos propios en entidades que carezcan de dichos sistemas. Estos procedimientos alternativos, en principio, penalizarán estas situaciones y serán especialmente conservadores y prudentes ante entidades que opten por la gestión pasiva de los riesgos, impulsando de este modo la modernización y el cambio. De este modo, Solvencia II generalizará la implantación de unos mecanismos cuya rápida aceptación también responderá a un proceso de imitación. Analistas, clientes, inversores, reaseguradores, auditores y en general terceros penalizarán a aquellas compañías que carezcan de modelos que les permitan conocer profundamente su negocio, elevando el coste del capital y en general introduciendo una prima de riesgo en sus relaciones con dichas entidades. Por el contrario proporcionará a los que se anticipen no sólo la posibilidad de afrontar la nueva situación paulatinamente, sino también la ventaja competitiva que implica reposicionarse en el mercado, en base a ello la Tesis sintetiza la situación descrita, así como analiza metodologías estadísticas aplicables para la determinación del riesgo propio del negocio individual.
Through the project Solvency II the European Commission has initiated a complete reform of regimen of discipline and insurance carriers's supervision including so much technical aspects, like financiers, of risk management, transparency, communication of information when market, etcetera ... with the end purpose of have incremented the protection of the consumers of insurances. The new thing of this reform consists in vision's change that this new supervisory system supposes, abandoning a conception reglamentista of controlling functions and trusting principal measured in the capability of the entities to try to obtain his risks if he supplies them of the mechanisms and tools made suitable. An ample spectrum of qualitative and quantitative indicators will define Solvency II for it that they will delimit the capability of the entities to maintain his situation of solvency not only at present, but also of dynamic mode. In practice this will force to the companies to have systems of evaluation of level of corporate equity and of rest of departures of balance in terms of his profile of risk ( Hulling I by pounding ). According to it, the supervisors will judge the quality of internal procedures applied in case of insufficiency and, they will be able to demand capital director's level ( Hulling II by pounding ). That is, when giving the step to link the global steps of risks with the level of necessary corporate equity, the implantation of these systems will have a direct incidence on the entities's profitability, the transparency of the sector will increase, the efficiency in the use will increase in the capital itself and manner will get an improvement in the entrepreneurial steps itself I increase in the rapidity in the decision making. Solvency II will force to the companies to have integral systems of risk management and even though ground rules foresee alternative procedures for the computation of requirements of corporate equity at entities that they lack said systems. These alternative procedures, in principle, will penalize these situations and they will be specially conservatives and prudent in front of entities that they choose the passive steps of risks, impulsing modernization in this way and the change. In this way, Solvencia II will generalize the implantation of some mechanisms whose fast acceptance also will respond to a pinchbeck process. Analysts, clients, investors, reinsurers, auditors and in general the outsiders will penalize those companies that they lack models that they permit knowing deeply their business, raising cost of capital and in general introducing a risk premium in his relations with the aforementioned entities. Conversely provides not only the ability to face the new situation gradually, but also the competitive advantage inherent to reposition itself in the market are anticipated, based on that, the thesis summarizes the situation described and analyzed statistical methodologies applicable to determining the individual business's own risk.
