La educación y el discurso político en Portugal. La reforma en la enseñanza secundaria del XV gobierno constitucional

Abstract

La Tesis Doctoral realizada sobre “La educación y el discurso político en Portugal. La reforma en la enseñanza secundaria del XV gobierno constitucional”, analiza el proceso de construcción de referida Reforma, y profundiza en la convergencia o no, entre ese discurso y su aplicación efectiva sobre la educación.

En su desarrollo partimos en un primer momento de la contextualización de esta Reforma de la Enseñanza Secundaria de 2004, analizando la evolución del sistema educativo portugués y los diferentes momentos de reformas habidos desde su instauración.

En segundo lugar se muestran los criterios fundamentantes de esa Reforma, valorando como sus antecedentes más próximos y líneas orientadoras, la “Estrategia de Lisboa, 2000”.

Posteriormente, se estudia el proceso de construcción de esta Reforma considerada en si misma, el conjunto de contribuciones y opiniones aportados sobre ella, así como los distintos discursos políticos generados en la Asamblea Portuguesa y los ecos ocasionados en la prensa.

Para mayor discernimiento, esta Tesis se estructura y organiza cronológicamente, conforme muestran los distintos capítulos, y se determinan tres objetivos generales referidos al conocimiento, comprensión y análisis, desarrollados en ocho objetivos específicos.

Metodológicamente se ha investigado con el método propio de las investigaciones histórico-educativas. Primero buscando, recogiendo y seleccionando la abundante documentación inédita existente, lo que significa una aportación valiosa como investigación, tratando después esos documentos con las técnicas del “análisis documental” y “del análisis de contenido”.

Los resultados obtenidos nos permiten constatar que los Debates Parlamentarios y los ecos en prensa, se desvían de la Reforma en discusión.

The doctoral thesis on "Education and political speech in Portugal. The reform in the secondary education of the xv constitutional government", analyses the process of construction of the aforementioned Reform, and deepens the convergence or not, between that discourse and its effective application on education.

In its development, we begin with the contextualization of this Secondary Education Reform in 2004, analysing the evolution of the Portuguese educational system and the different moments of reforms that have occurred since its establishment.

Secondly, the main criteria of this Reform are shown, with the "Lisbon Strategy, 2000" as its closest background and guidelines.

Subsequently, we study the process of construction of this Reform considered in itself, the set of contributions and opinions made about it, as well as the different political speeches generated in the Portuguese Parliament and the echoes occasioned in the press.

For greater discernment, this thesis is structured and organized chronologically, as the different chapters show, and three general objectives related to knowledge, understanding and analysis are determined and developed in eight specific objectives.

Methodologically it has been investigated with the own method of the historical-educational investigations. First, by searching, collecting and selecting the abundant unpublished documentation, which means a valuable contribution as research, then dealing with these documents with the techniques of "documentary analysis" and "content analysis".

The results obtained allow us to verify that the Parliamentary Debates and the echoes in the press, deviate from the Reform under discussion.
