De la P.A.C. al desarollo rural

Abstract

La política agrícola común (P.A.C.), y la agricultura en su conjunto, no ha sido capaz, por sí sola, de salvar la despoblación del mundo rural, lo que exige que, junto con la política agrícola, deban tomarse en cuenta otros factores para solventar el problema que vive el mundo rural. En otros términos, se ha pasado de la concepción agrícola del mundo rural a otras concepciones muy diferentes.

Ante la nueva situación las políticas de la descentralización en España han llevado rumbos distintos y no siempre acertados. Por eso es necesario diseñar políticas que sean capaces de fijar una población en torno a núcleos de interés económicos y culturales, que proporcionen servicios, cubran las necesidades sociales básicas y las no básicas, estén comunicados, y sean capaces de absorber a una población que no piense en la ciudad como único destino posible.

The Common Agrarian Policy (P.A.C.), together with agriculture, has not been able, by itself, to save the depopulation of the rural world, which, together with the agricultural policy, demands other factors to be taken into account in order to solve the problem of the rural world. In other terms, we have gone from the agricultural conception of the rural world to other very different conceptions.

Before the new situation, the policies of the decentralization in Spain have taken different paths and have not always succeeded. Therefore it is necessary to design some policies that are capable of making a population settle around an economic and cultural core, that are capable of providing services, covering the basic and non-basic social needs, of being communicated, and of absorbing a population that does not think about the city as the unique possible destination.
