Análisis comparativo de las reformas de las pensiones en España y Portugal

Abstract

Este trabajo analiza y compara las reformas adoptadas en materia de pensiones tanto en España como en Portugal. Para el caso español, se muestran reflexiones en cuanto a la suficiencia de las reformas del sistema de pensiones de jubilación contributivas a partir de las medidas adoptadas por la Ley 27/2011 sobre Actualización, Adecuación y Modernización de la Seguridad Social y por la Ley 23/2013, que incorpora y regula el Factor de Sostenibilidad y el Índice de Revalorización de las Pensiones. En cuanto al sistema de pensiones portugués, se analizan las últimas reformas emprendidas, destacando las Leyes Orgánicas de 2002 y 2007, además de las alteraciones de esta última, por considerar que son las más significativas y las que mayor incidencia tienen en la formación de beneficios y en los gastos del sistema en la Seguridad Social. Las medidas son de índole esencialmente paramétrica, inciden en la modificación de la edad de la jubilación y de la fórmula de cálculo de la pensión inicial y, por otro lado, introducen y alteran el Factor de Sostenibilidad.

This paper analyzes and compares pension reforms in Spain and Portugal. For the Spanish case, reflections on the sufficiency of the reforms of the contributory retirement pension system are shown, based on the measures adopted by Law 27/2011 on Updating, Adapting and Modernizing Social Security and by Law 23/ 2013, which incorporates and regulates the Sustainability Factor and the Pension Revaluation Index. Regarding the Portuguese pension system, the last reforms undertaken are analyzed, highlighting the Organic Laws of 2002 and 2007, in addition to the alterations of the latter, considering that they are the most significant and those that have greater incidence in the formation of benefits and in the expenses of the system in the Social Security. The measures are essentially parametric in nature, they affect the retirement age and the formula for calculating the initial pension and, on the other hand, they introduce and alter the Sustainability Factor.
