El Plan argentino Austral de 1985: ¿estabilización o reformas estructurales? La política económica en la encrucijada de reestructuración neoliberal durante los años ochenta

Abstract

En este trabajo proponemos abordar el plan de estabilización antiinflacionario Austral, lanzado durante el gobierno de Raúl Alfonsín (1983- 1989) por un conjunto de técnicos que produjeron una disrupción en torno a los cánones económicos de la Unión Cívica Radical (UCR). Sostenemos que el Austral, a pesar de haber sido analizado profusamente en su faceta antiinflacionaria, menos atención recibió en su vínculo con los debates que se instalaron en torno a las reformas económica que la Argentina comenzaría a buscar a raíz de los años de estancamiento y crisis. Los materiales analizados para abonar el estudio han sido varios, desde testimonios y prensa periódica contemporánea hasta los abordajes económicos y fuentes institucionales de aquellos años. Finalmente, afirmamos que la comprensión del Austral no debe prescindir del vínculo entre estabilización económica y reformas estructurales para arribar a análisis más integrales de la etapa previa al auge neoliberal.

In this paper we propose to address the Austral anti-inflationary stabilization plan, launched in the years of Raúl Alfonsín (1983-1989) by a group of technicians who disrupted the economic canons of the Unión Cívica Radical (UCR). We maintain that the Austral, despite having been extensively analyzed in its anti-inflationary aspect, received less attention concerning the debates about the economic reforms that Argentina would seek as a result of the years of stagnation and crisis. The materials analyzed to base the study have been various -- from testimonies and the contemporary press -- to the economic approaches and institutional sources of those years. Finally, we affirm that the understanding of Austral passes through the link between economic stabilization and structural reforms. This understanding helps analyze the stage prior to the neoliberal boom.
