Los Sistemas Productivos Locales en Extremadura. Aportaciones a la Política de Desarrollo Industrial y Rural

Abstract

Esta tesis doctoral pretende ser una contribución a la política de desarrollo rural e industrial extremeña construida a partir de la teoría de las aglomeraciones industriales, en particular de los desarrollos realizados en esta por la denominada escuela italiana de los distritos industriales, cuya puesta en práctica ha ofrecido ya interesantes resultados en países como Italia y en algunas regiones de España. Para ello se aborda inicialmente el análisis teórico de los distritos industriales, con la finalidad, no solo de conocer mejor estas realidades, sino también de saber cuáles son las potencialidades que estos ofrecen a las empresas que los constituyen. Seguidamente, se realiza un breve recorrido por la historia económica extremeña reciente incidiendo en las características históricas del tejido productivo y empresarial de Extremadura, con la finalidad de conocer su especialización productiva, la evolución de esta, los rasgos de la empresa tipo que conforman dicho tejido y los factores que han condicionado e impedido el desarrollo industrial de esta región en su historia contemporánea. En este sentido, la aplicación de la citada metodología sugiere la existencia en la región de 22 aglomeraciones (o sistemas productivos locales) localizadas en 14 comarcas extremeñas, cuya institucionalización o impulso institucional debería constituir, en nuestro criterio, una opción a tener muy en cuenta en la estrategia de desarrollo industrial y rural de la región.

This doctoral thesis aims to be a contribution to the policy of rural and industrial development of Extremadura, built from the theory of industrial districts, in particular from the developments made in it by the so-called Italian school of industrial districts, whose implementation has already provided interesting results in countries such as Italy and in some regions of Spain. For this, it is initially addressed the theoretical analysis of the industrial districts, with the aim, not only to better understand these realities, but also to know what are the potential that they offer to the companies that constitute them. Then, a brief tour of the recent economic history of Extremadura is made, stressing the historical characteristics of the productive and business structure of Extremadura with the purpose of knowing their productive specialization, the evolution of it, the features of the firm type that make up the productive tissue and the factors that have conditioned and prevented the industrial development of this region in its contemporary history. In this sense, the application of the above methodology suggests the existence in the region of 22 firms agglomerations (or local productive systems), located in 14 counties of Extremadura, whose institutionalization should constitute, in our view, an option to take into account in the strategy of industrial and rural development in the region.
