The purpose of this study was to design and validate an observation instrument for the assessment of a basketball referee (IOVAB). Fourteen expert judges participated in the validation and reliability process of the instrument. Participants had to meet four of the six inclusion criteria. Content validity was calculated using Aiken's V and its confidence intervals. Cronbach's α coefficient was used to analyse reliability. The observation instrument is divided into six blocks: uniformity, presence and physical condition, signalling and general refereeing mechanics, rule violations, personal fouls, collaboration with teammates and match control. Only six of the fifty items were eliminated because of sufficiently low Aiken's V values. The reliability of the instrument was acceptable with a value of .712. The final IOVAB was developed on the basis of the qualitative and quantitative assessments of the experts.
