Sostenibilidad del planeamiento urbanístico: Propuesta metodológica para su estimación, evaluación y aplicación a la ciudad de Cáceres en el periodo 1998 - 2010

Abstract

Este trabajo de investigación pretende analizar, desde una perspectiva técnica y jurídica la sostenibilidad de los planes de ordenación de núcleos urbanos mediante un sistema de estimación aplicado a una selección de áreas representativas de las que, previamente se ha obtenido su índice de sostenibilidad y de planificación a través de un método empírico-analítico y todo ello, con la validación correspondiente, se aplica este proceso al planeamiento existente en la ciudad de Cáceres en un periodo comprendido entre 1998 y 2010. Comenzamos con la aplicación una metodología descriptiva mixta o “cualimétrica”, obteniéndose lo que hemos denominado: “factores de sostenibilidad y de planificación urbana “, que dependen de las variables independientes agrupadas por los condicionantes del planeamiento de un área en estudio: previos, de diseño, de urbanización y de edificación. Obtenidos los factores los aplicaremos a cada área seleccionada dentro del planeamiento urbanístico y, mediante la función logarítmica, obtendremos “el ÍNDICE DE SOSTENIBILIDAD Y PLANIFICACIÓN URBANA DE UN ÁREA” denominado como modelo I.S.P.A., y bajo la formulación: ISPA = log (P F i=1 ……. i=20).Con el resultado de los ISPA de todas las muestras seleccionadas, se aplicará la segunda propuesta metodológica, esta vez apelando a la formulación estadística, obteniendo el modelo IESPU, “INDICADOR DE EVALUACIÓN DE LA SOSTENIBILIDAD DEL PLANEAMIENTO URBANÍSTICO”. Tanto los resultados del modelo ISPA como los del modelo IESPU, se representarán gráficamente, posteriormente clasificándolos y categorizándolos, determinado así el grado de sostenibilidad del planeamiento urbanístico en estudio, siendo el objeto de la presente tesis.

This research work aims to analyze, from a technical and legal perspective, the sustainability of urban planning plans through an estimation system applied to a selection of representative areas from which, previously, their sustainability and planning index has been obtained. Through an empirical-analytical method and all this, with the corresponding validation, this process is applied to the existing planning in the city of Cáceres in a period between 1998 and 2010. We begin with the application of a mixed or "qualimetric" descriptive methodology, obtaining what we have called: "sustainability and urban planning factors", which depend on the independent variables grouped by the conditioning factors of the planning of an area under study: previous, of design, urbanization and construction. Once the factors are obtained, we will apply them to each selected area within the urban planning and, through the logarithmic function, we will obtain "the SUSTAINABILITY AND URBAN PLANNING INDEX OF AN AREA" called the I.S.P.A. model, and under the formulation: ISPA = log (P F i = 1…….i=20). With the result of the ISPA of all the selected samples, the second methodological proposal will be applied, this time appealing to the statistical formulation, obtaining the IESPU model, "URBAN PLANNING SUSTAINABILITY ASSESSMENT INDICATOR". Both the results of the ISPA model and those of the IESPU model will be represented graphically, later classifying and categorizing them, thus determining the degree of sustainability of the urban planning under study, being the object of this thesis.
