Servir y servirse del Estado. Pedro López de Lerena y la persecución del contrabando en la España del siglo XVIII

Abstract

Pedro López de Lerena, ministro de Hacienda durante los reinados de Carlos III y Carlos IV, promovió una serie de reformas fiscales de importante calado, así como la mayor y más implacable persecución contra el contrabando de que se tiene noticia en la España del Antiguo Régimen. Para conseguirlo se valió de todos los medios a su alcance, incluidos el ejército y las comisiones militares que movilizó cuando ocupó interinamente la Secretaría de Guerra. Las razones que subyacían en su obsesión por combatir esta clase de fraude, los mecanismos establecidos para el reparto de los bienes decomisados, las redes administrativas que lo hacían posible, así como los beneficios que obtuvo por ello, el destino que dio a los mismos y los argumentos que justificaban una conducta sometida a toda clase de críticas por sus coetáneos constituyen la materia de este trabajo.

Pedro López Lerena, Chancellor of the Exchequer during Charles III’s and Charles IV’s reigns, promoted several very important tax reforms, as well as the most serious and relentless persecution of smuggling known to have taken place in the Spain of the Old Régime. In order to achieve this goal, he used every means at his disposal, including the army and the military commissions which he mobilized when he temporarily held the position of Secretary of War. The reasons behind his obsession to fight this kind of fraud, the mechanism he established to redistribute the confiscated goods, the administrative network which made it possible as well as the profit he obtained, their destination and the arguments to justify a type of conduct which was the object of his contemporaries’ criticism are the focus of this paper.
