Explotación y conservación del monte mediterráneo: una apuesta para el futuro

Abstract

Este trabajo es una revisión de la historiografía forestal europea y, más concretamente, de los trabajos desarrollados durante la década de los años noventa del siglo pasado en España, Francia, Italia y Portugal. La conclusión es que, a pesar de las diferencias geográficas e institucionales, existen importantes paralelismos en la historia contemporánea de la política y de la práctica forestal española, francesa, italiana y portuguesa. En esta evolución paralela, el trabajo distingue tres periodos. El primero de ellos, hasta los años setenta del siglo XIX, estuvo definido por los intentos de regular desde el Estado la explotación de los montes de titularidad pública. El segundo, hasta la década de 1930, estuvo caracterizado por la intensificación de los procesos de planificación estatal en los montes que resistieron el embate privatizador. El tercer periodo, desde los años treinta del pasado siglo hasta el presente, ha estado definido por la prioridad concedida a la ampliación de la superficie forestal y a la restauración de las masas arbóreas preexistentes.

This work is a review of European forestry historiography and, more specifically, of the works developed during the nineties of the last century in Spain, France, Italy and Portugal. The conclusion is that, despite geographical and institutional differences, there are important parallels in the contemporary history of Spanish, French, Italian and Portuguese forestry policy and practice. In this parallel evolution, the work distinguishes three periods. The first of them, until the seventies of the 19th century, was defined by the attempts to regulate the exploitation of publicly owned forests by the State. The second, until the 1930s, was characterized by the intensification of state planning processes in the mountains that resisted the privatization attack. The third period, from the 1930s to the present, has been defined by the priority given to the expansion of the forest area and the restoration of pre-existing tree masses.
