A promoção do turismo rural na área territorial de Alqueva (Portugal)

Abstract

Em Portugal, na região do Alentejo observou-se uma enorme transformação com a construção da barragem de Alqueva. Atualmente, o lago Alqueva é um dos maiores lagos artificiais da Europa, com um plano de água de 250 km2, um perímetro de 1.160 km, uma capacidade de armazenamento de 4.150 hm3 abrangendo em termos territoriais 21 municipios portugueses e 4 espanhóis. Vinte anos desde o inicio do seu enchimento, Alqueva produz energía hidroeléctrica, permite o reforço de água para consumo humano para 250.000 habitantes, rega 120.000 hectares, estando em curso a possibilidade de expansão da área irrigada para mais 50.000 hectares. Neste contexto, considera-se o Empreendimento de Fins Múltiplos de Alqueva (EFMA) como um projeto estrutural, o qual foi levado a cabo pela Empresa de Desenvolvimento e Infraestruturas de Alqueva (EDIA), permitindo impulsionar a agricultura de regadio, o turismo rural e demais fins múltiplos e fileiras económicas. Esta comunicação aborda uma análise relativa a esta transformação territorial e ao impacto socio-económico impulsionado por este projeto. Para o efeito recorreu-se a fontes estatísticas e cartográficas diversas, com dados e informação sócio-ecnómica relativa a este territorio. Com os resultados obtidos e decorrente da análise dos resultados, realizou-se uma análise SWOT ou DAFO, que nos permitiu conhecer melhor os impactes diretos e indiretos decorrentes da materialização do EFMA, detectar debilidades e sugerir um plano de ação para um melhor desenvolvimento territorial. Os primeiros resultados manifestam que, para além do beneficio directo do desenvolvimento da fileira da agricultura de especialização (regadio), também se abriram enormes oportunidades para o turismo, decorrente deste novo plano de água e do patrimonio e recursos existentes na sua envolvente.

In the Portuguese region of Alentejo, there was an enormous territorial transformation with the construction of the Alqueva reservoir. Currently, it’s the largest artificial lake in all of Europe, with a surface of 250 km2, a perimeter of 1,160 km, a storage capacity of 4,150 hm3 and covers part of the territory of 21 Portuguese and 4 Spanish municipalities. Twenty years after the beginning of its filling, Alqueva increased the water supply to 25,000 inhabitants, produces abundant hydroelectric energy, irrigates 120,000 hectares and will expand to benefit another 50,000. At the same time, the approval of the Alqueva Multipurpose Enterprise Structural Project (EFMA) by the Alqueva Development and Infrastructure Company (EDIA) enabled the promotion of agriculture, rural tourism and many other business activities. This communication deals with the analysis of this territorial transformation and the socioeconomic impact of this project. To this end, several statistical and cartographic sources were used, which provide socio-economic information on this territory. With the data extracted from the analysis of those results, a SWOT diagnosis and intervention proposals are prepared to better understand the local reality affected by the infrastructure, detect weaknesses and define an action plan for its territorial improvement. The first results show that, in addition to the direct benefit for agriculture, there are also enormous possibilities for tourism related to water and the surrounding resources.
