This Doctoral Thesis analyses the environmental and energy real situation and sensitivity of the municipalities of the province of Badajoz, as well as the situation of its municipal infrastructures, particularizing for public lighting. Energy and environmental efficiency indicators are formulated as reference indexes of the sustainability of this type of municipal infrastructures. The results of the thesis shows different typologies of municipalities based on their current energy management in public lighting, in addition an extrapolation of the average values of the sample to the total of municipalities of less than 20,000 inhabitants of the province of Badajoz is performed. An overall perspective in relation to the total investments in energy saving needed, the energy savings that would be achieved with them and therefore what would mean in the reduction of total CO2 over the province is obtained. This work combines quantitative evaluating methods (management indicators are obtained) and qualitative methods (based on experience in the drafting and monitoring of energy service contracts) that are expressed in the conclusions about the situation of the energy consumption of municipalities within the province. The starting data have been obtained on the basis of 106 energy diagnoses carried out in various municipalities of the province all of them with less than 20,000 inhabitants.es_ES
